Argentina Securities Commission (CNV) has opened a public consultation on proposed rules that would enable crowdfunding instruments within its automatic public offering regime for low and medium impact issuances, and would introduce a dedicated framework for “super qualified” investors. The package is set out in General Resolution No. 1111 and was presented to market participants in an informational session led by CNV’s chair. The crowdfunding proposal is framed as allowing many investors to contribute small amounts to an issuer, under CNV guidelines, to finance a common project. The consultation also covers a new category of “super qualified” investors, described as requiring a lower degree of state protection due to their experience and financial capacity, and therefore able to invest more freely within a clear and transparent framework. CNV also referenced its broader work to simplify and reorganize its rules and the next steps toward publishing an updated consolidated text. Market participants will be able to submit contributions to the consultation via the CNV website in the coming days.
