The Isle of Man Treasury issued a notice publicising three new entries under the Chemical Weapons sanctions regime, following the Foreign, Commonwealth and Development Office’s 7 July 2025 update to the UK sanctions list. The regime, which provides for measures including asset-freezing and immigration sanctions, has effect in the Isle of Man through the Sanctions (Implementation of UK Sanctions) Regulations 2024. The additions comprise Major General Aleksey Viktorovich Rtishchev (Head of the Radiological, Chemical and Biological Defence Troops), Major General Andrei Marchenko (Deputy Head), and Joint Stock Company Federal Scientific and Production Centre Scientific Research Institute of Applied Chemistry. All three are now subject to an asset freeze, with trust services sanctions also imposed from 7 July 2025. The Treasury’s notice reiterates that where a match is suspected, assets must be frozen immediately, dealings prohibited unless covered by a legal exemption or licence, and frozen assets and suspected breaches or blocked transactions must be reported to the Financial Intelligence Unit, including when screening for entities owned or controlled by a listed person.
