Mexico’s Ministry of Finance and Public Credit, through its Financial Intelligence Unit (FIU), signed a cooperation agreement on Oct. 13, 2026, with the Ministry of National Defense, through the National Guard, to support the prevention and detection of transactions involving illicit proceeds. The agreement establishes mechanisms for exchanging information and documents to identify such transactions and related conduct, including identifying and monitoring the ultimate beneficial owners of assets or resources that may have an illicit origin. The National Guard may provide the FIU with relevant information from its databases and records. In return, the FIU may produce and share intelligence derived from reports and notices submitted by obliged entities, subject to applicable law and mechanisms agreed between the institutions. The cooperation also covers training in operational and strategic analysis and a working group to coordinate, implement and monitor activities under the agreement. Information exchanges must meet requirements for legality, security, integrity and strict confidentiality. Specific obligations protect personal data and restricted or confidential information, while limiting its use to the institutional purposes for which it was shared.
