The Isle of Man Treasury issued a notice publicising the addition of two entities under the Haiti sanctions regime, making them subject to an asset freeze and trade sanctions in the Isle of Man via the UK sanctions list. The update follows an 8 July 2025 United Nations Security Council revision to the UN Sanctions List. The newly listed entities are GRAN GRIF (reference HTe.001) and VIV ANSANM (reference HTe.002), with the notice citing Luckson Elan as leader of Gran Grif and Jimmy Chérizier as leader of the Viv Ansanm gang coalition. The regime applies in the Isle of Man through the Haiti (Sanctions) (Isle of Man) Order 2022 and gives effect to United Nations Security Council resolutions 2653 (2022), 2699 (2023) and 2700 (2023). Firms and individuals that suspect a match to an entry on the UK sanctions list and hold or deal with the designated person’s funds or economic resources must freeze assets immediately, avoid making assets available unless a legal exemption or licence applies, and report frozen assets and any suspected breaches or blocked attempted transactions to the Financial Intelligence Unit.
