Central Bank of Uruguay Vice President Ana Claudia de los Heros outlined the legal, regulatory and operational conditions needed to support a new generation of financial services during remarks at the Uruguay Fintech Summit. She emphasized interoperability as a means of widening market participation and competition, alongside common infrastructure that enables rather than replaces private innovation. These priorities form part of the Payment System Roadmap 2026-2030, which seeks a modern, interoperable, resilient and accessible infrastructure while preserving security and trust. De los Heros also discussed a bill before the legislature that would create an Open Finance System and enable controlled testing environments for financial innovation. The proposed model treats users as owners of their financial data, allowing that information to generate value for the individuals and businesses that produce it. The Central Bank would lead and coordinate the regulatory framework, define standards and establish conditions for responsible innovation.
