At the Forbes Revolución Fintech Summit, Central Bank of Uruguay Vice President Ana Claudia de los Heros presented the central bank’s institutional view on developing an Open Finance system in Uruguay and its expected effect on the financial sector. The approach is to build the framework progressively, using lessons from international experience and grounding the new financial infrastructure in trust, security and collaboration among market participants. A core element of that model is the user’s role and control over data. De los Heros said consent must be obtained securely and within a regulated framework, and linked that to financial education so individuals and businesses understand both their rights and their ability to decide how data is used. She described the change as a structural shift from a silo-based system to one built on bridges between participants, with roles across the financial system being redefined. In the central bank’s view, Open Finance would expand the system’s capabilities, improve its functioning, support more tailored products and broader credit access, particularly for users that currently face higher barriers, and foster innovation and competition.
