The Central Bank of the Republic of Kosovo published a review of its delegation’s discussions at the 2026 International Monetary Fund (IMF) and World Bank Annual Meetings in Bangkok, covering progress on financial supervision and payments modernization. Governor Ahmet Ismaili presented ongoing reforms and technical assistance needs, with discussions focusing on supervisory assessments, emergency liquidity arrangements and preparations for closer integration with European payment systems. Discussions with the IMF reviewed implementation of the Supervisory Review and Evaluation Process (SREP), including development of key risk and early warning indicators, automation of supervisory assessments and improvements to the SREP manual. These measures support alignment with European Banking Authority standards and Basel Pillar 2 requirements. Other priorities included operationalizing the Emergency Liquidity Assistance framework, developing regulation and supervision for crypto assets, and strengthening crisis management capabilities. World Bank discussions revisited the TIPS Clone instant payments project and preparations for Kosovo’s application to the Single Euro Payments Area (SEPA), continuing work described in earlier updates from the meetings. Governor Ismaili reviewed implementation of the Law on Payment Services and adoption of related secondary legislation. He also addressed approved amendments to legislation on preventing money laundering and combating terrorist financing, related regulatory changes and procedural clarifications needed to finalize the SEPA application process. Separate meetings with the Center of Excellence in Finance and Toronto Centre addressed professional training and institutional expertise to support regulatory and supervisory work.
