Taiwan’s Financial Services Commission (FSC) issued an advance notice on a draft amendment to Article 3 of its rules on special circumstances for public companies’ public announcements and filings, proposing additional time for monthly consolidated operating revenue disclosures by insurance enterprises and public companies with insurance subsidiaries from FY 2026. Where an in-scope group cannot meet the current deadline of the 10th day of each month for reporting the prior month’s consolidated operating revenue, the draft would allow an extension to the 15th day. The proposal is linked to the adoption of IFRS 17 Insurance Contracts from FY 2026, which the FSC notes will make insurance revenue calculations more complex and could leave insurance enterprises with insufficient time to complete accurate disclosures, affecting the usefulness of information for investors. The definition of “insurance enterprise” covers life, property, and reinsurance companies, and excludes insurance brokers and agents. A public consultation will run for 60 days from the day after the announcement, with the draft overview and a comparison table to be published in the Executive Yuan’s official gazette and on the FSC website.
