The Isle of Man Financial Services Authority is moving to implement financial services and pensions reforms after both Acts received Royal Assent, completing the legislative process following their passage through Tynwald in July. The Financial Services (Miscellaneous Provisions) Act 2026 amends the island’s financial services legislation, while the Retirement Benefits Schemes (Amendment) Act 2026 provides the primary legislative foundation for further pensions reform. Royal Assent does not itself bring all the changes into operation. Implementation of the financial services Act includes developing a new civil penalty regime and associated guidance for individuals holding key positions in regulated firms and designated businesses. This will encompass a wider review of existing civil penalty regulations across various Acts, with public consultation to follow. The work builds on earlier consultation that led the Authority to narrow the proposed individual penalty powers. Most provisions of the financial services Act will take effect once operational preparations are complete, with commencement work including Appointed Day Orders and updates to processes and guidance. Pensions reforms will proceed through the Authority’s Pensions Regulatory Framework Project. This involves a broader programme of work, with further engagement and consultation as the framework develops.
