The Eastern Caribbean Central Bank (ECCB) announced it will host its 27th Sir Arthur Lewis Memorial Lecture on 5 November in Saint Christopher (St Kitts) and Nevis, with Dr Kristin Surak delivering a lecture on “Development by Design: Leveraging Citizenship for Economic Resilience in Small Island Developing States.” Surak, an Associate Professor in Sociology at the London School of Economics and Political Science and author of The Golden Passport: Global Mobility for Millionaires, will address how citizenship programmes generate revenues, how they are used by high-net-worth individuals to expand cross-border access, and how these dynamics affect development, inequality, and economic resilience. The ECCB framed the topic as particularly relevant for the Eastern Caribbean Currency Union, noting that it is spearheading the establishment of the Eastern Caribbean Citizenship by Investment Regulatory Authority to regulate and strengthen governance of CBI/CIP programmes across the region.
