Mozambique's Ministry of Finance reported that the Financial Action Task Force (FATF) has removed Mozambique from its grey list of jurisdictions under increased monitoring, following a decision at the FATF plenary meeting on 24 October 2025. The ministry linked the outcome to completion of the 26 measures set out in the FATF action plan after Mozambique’s grey-listing in October 2022. The update followed Finance Minister Carla Loveira’s meeting in Paris with FATF President Elisa de Anda Madrazo, which the ministry framed as an acknowledgement of the delisting and of reforms completed in April 2025. It also referenced a FATF country visit on 8–9 September and a Joint Group for Africa report highlighting strengthened national coordination, enhancements to the legal and regulatory framework, improved effectiveness of supervisory and law enforcement institutions, and better understanding of money laundering, terrorist financing and proliferation financing risks across the public and private sectors and civil society. The ministry stated that the delisting is expected to support access to financing and support instruments and help attract foreign direct investment.
