The Financial Action Task Force of Latin America (GAFILAT) held its first regional workshops in Santiago, Chile, to strengthen Latin American efforts to combat the financing of the proliferation of weapons of mass destruction. The event formed part of GAFILAT’s regional sectoral proliferation financing risk assessment project and focused on reviewing member delegations’ progress in developing national risk assessments, sharing regional and international practices, and identifying key challenges in producing these assessments in line with recent amendments to the Financial Action Task Force (FATF) standard. Discussions emphasised the scope expected for proliferation financing risk analysis, including implementation of targeted financial sanctions consistent with FATF Recommendations 1, 2 and 7 and Immediate Outcome 11 on effectiveness. The programme also covered the benefits of enhanced controls on sensitive or dual-use goods and the implementation of strategic trade controls. Participants included officials from financial intelligence units, national security authorities, customs and foreign ministries across GAFILAT countries, with sessions delivered by the GAFILAT Executive Secretariat alongside the Chilean and Brazilian delegations and practical case-based exercises supported by international experts Togzhan Kassenova and Jonathan Brewer.
