It stated that the Checkpoint database cited in media reporting is a private, subscription-based database with no legal obligation to ensure accuracy or real-time updates, and that the Single Registry of Accounts operated by the National Bank of Serbia is the only official and legally relevant source on account block and unblock status in Serbia. For Elektrodistribucija Srbije, enforced collection was processed in the same way as for other debtors and did not result in recorded days of blockage because the collection was executed on the same day the enforcement bases were received. The block message was sent to commercial banks at 10:35 a.m. and the unblock message at 11:33 a.m. after confirmation of the order. The central bank also noted that “partial blockade” is not a concept in forced collection, and that enforcement is initiated based on the debtor’s registration number and applies to all accounts subject to blockade, while it cannot be executed from accounts not subject to blockade.
