The Kyrgyzstan Ministry of Finance reported that the second consultative meeting on establishing the Shanghai Cooperation Organisation Development Bank was held in Xi'an. Co-chaired by Kyrgyz Deputy Finance Minister Nurbek Akzholov and Chinese Vice Finance Minister Liao Min, the meeting brought together delegations from SCO member states and partners, along with representatives of the organisation's Secretariat. Participants discussed the main parameters of the future bank's operations and reaffirmed their intention to continue consultations on its creation. The initiative to establish the SCO Development Bank was approved at the 25th meeting of the SCO Council of Heads of State in Tianjin on 1 September 2025. A third consultative meeting is planned for 28 May 2026 in Bishkek.
