The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) has sanctioned former Democratic Republic of the Congo President Joseph Kabila, citing his support for the March 23 Movement (M23) and the Congo River Alliance (AFC), a political-military coalition that Treasury says is seeking to topple the DRC government. Treasury said the action was taken under Executive Order 13413, as amended, and supports the Washington Accords for Peace and Prosperity signed by the DRC and Rwanda on December 4, 2025. OFAC said Kabila provided financial support to AFC, encouraged Armed Forces of the DRC (FARDC) troops to defect to AFC forces in eastern DRC, unsuccessfully sought to launch attacks on FARDC from outside the country, and backed a candidate opposed to the current DRC president in an effort to regain influence over the government. The designation blocks Kabila’s property and interests in property in the United States or under U.S. persons’ possession or control, extends to entities owned 50 percent or more by blocked persons, and generally prohibits transactions by U.S. persons or within or transiting the United States involving his property unless authorized or exempt.
