The State Bank of Vietnam published a news update covering the opening of the 10th session of Vietnam’s 15th National Assembly in Hanoi, described as the final regular session of the 2021–2026 term and the largest workload in the Assembly’s history. The agenda is set to cover around 40 items, including 53 draft laws and resolutions, of which 49 are draft laws. According to the programme outlined in the opening remarks by National Assembly Chairman Tran Thanh Man, the legislative package spans key areas including land, investment, planning, construction, environment, energy, corporate bonds and real estate, with an emphasis on removing institutional bottlenecks. The session is also due to review the Government’s reports on 2025 socio-economic development, the state budget and public investment, as well as implementation of five-year resolutions for 2021–2025, and to decide the 2026 socio-economic plan, central budget allocation, 2026 public investment plan and medium-term plans for 2026–2030. Further items include consideration of investment policy for three national target programmes for 2026–2030, passage of a national target programme for education modernisation, healthcare and population development for 2026–2035, adjustment of the national master plan for 2021–2030, approval of international agreements and personnel matters. The Assembly is also set to consider oversight and end-of-term reports across state institutions and adopt a resolution summarising the term and proposing measures to improve state apparatus effectiveness for 2026–2031.
