The Brazilian Superintendence of Private Insurance (SUSEP), represented by director Carlos Queiroz, participated in the Brazilian government delegation to the second BRICS Task Force meeting on Public-Private Partnerships (PPPs) and Infrastructure in Abu Dhabi on 5-6 May, aimed at deepening dialogue on financing mechanisms and international cooperation for climate-resilient infrastructure. Coordinated by Brazil’s BRICS Presidency and the United Arab Emirates Ministry of Finance, the meeting brought together representatives from Brazil, Russia, India, China, South Africa, the United Arab Emirates, Egypt and Indonesia. The agenda included a technical visit to Masdar City and discussions on effective PPP project structuring, including technical preparation and stakeholder engagement. In a panel session, Queiroz underlined that insurance is integral to infrastructure project planning and a classic, efficient risk-management tool, noting that appropriate risk-sharing in public-private arrangements may not be feasible without a specialised risk carrier, a role performed by insurers. Further sessions covered approaches to attract private capital into sectors such as health, education and community development, and hybrid financing initiatives for climate-resilient infrastructure, including Eco Invest Brasil. The 6 May programme included debates on new technologies, coordination across levels of government and capital mobilisation instruments, followed by a technical task force meeting focused on practical steps to strengthen BRICS cooperation, including experience-sharing and proposals to improve the investment environment, in a context also framed as preparation for COP30 in Belém in November 2025.
