The Hong Kong Monetary Authority (HKMA) and the Consumer Council have launched a series of virtual reality simulation games aimed at strengthening self-protection skills among students with special educational needs and senior citizens, focusing on responsible credit card use and scam awareness through gamified learning. The games cover two themes, “Be a Smart Credit Card User” and “Beware of Credit Card Fraud”, with four simulated scenarios that address basic credit card knowledge, rational consumption, phishing links and fraudulent calls impersonating bank staff. Participants use VR headsets and handheld controllers for an interactive first-person experience with decision prompts, roleplay and mini-games featuring over a hundred interactive options; a desktop version is also available. The tools were first trialled at an event at Fortress Hill Methodist Secondary School and will be distributed to social welfare organisations and special schools for consumer education workshops and activities. The initiative sits alongside the HKMA’s Anti-Scam Consumer Protection Charter 2.0, launched with the Hong Kong Association of Banks in 2024, which targets credit card scams and other digital frauds and lists the Consumer Council as a supporting organisation. The Consumer Council also referenced its Support Programme for Persons with Special Needs, running since late 2020, which has delivered over 180 consumer education sessions to more than 4,600 participants across 80 organisations and special schools.
