The Azerbaijan Ministry of Finance published an update on bilateral meetings held by its delegation on the sidelines of the Asian Development Bank Annual Meeting in Samarkand, with the main concrete outcome an agreement with Georgia to prepare and sign a memorandum of cooperation between the two finance ministries. Talks with Georgia focused on coordination on transport and transit policy in the Middle Corridor, including the Baku–Tbilisi–Kars railway and other logistics routes, alongside regional energy initiatives such as the Caspian–Black Sea–Europe Green Energy Corridor and the Azerbaijan–Georgia–Türkiye–Bulgaria energy corridor. The discussions with Georgia also covered public finance reforms, fiscal sustainability, public-private partnership mechanisms and cooperation with international financial institutions. Separate talks with China’s Ministry of Finance highlighted expansion of Chinese companies in Azerbaijan’s industrial zones in manufacturing, green technologies, the digital economy and logistics, as well as priorities of export diversification and higher non-oil trade, while the Chinese side invited Azerbaijan to consider potential membership in the Development Bank of the Shanghai Cooperation Organization. With the Asian Infrastructure Investment Bank, the delegation reviewed financing for the Trans-Anatolian Natural Gas Pipeline and the Banka and Bilasuvar solar power plants and discussed further cooperation on Baku Metro expansion, sustainable infrastructure, green energy, climate finance, public-private partnerships and digital infrastructure, including diversification of financing instruments.
