Ukraine's National Securities and Stock Market Commission has signed a memorandum of understanding with Mastercard for three years to explore cooperation on widening access to capital markets and investment instruments. Joint work will examine ways to improve the investor experience and attract domestic and international investors. Other areas include fraud prevention, investor protection and cyber resilience, alongside using data and analytics to attract investment and inform decisions. The Commission's role covers rules, standards and market openness, while Mastercard will contribute technology and expertise. The memorandum is nonexclusive, gives Mastercard no advantages in procurement, investment or grant opportunities, and creates no financial obligations for the Commission. Specific actions and working arrangements remain to be developed. At the signing meeting, Commission Chair Oleksii Semeniuk outlined a 2027 goal of offering investors funds based on European models and covered corporate bonds, consistent with the Commission's existing focus on alternatives to government debt. Ukrainians hold UAH 167 billion in government bonds, a portfolio that has almost doubled in a year, according to Semeniuk.
