Luxembourg’s Commission de Surveillance du Secteur Financier (CSSF) has published an updated procedure for internalised settlement reporting under Article 9(1) of the Central Securities Depositories Regulation, clarifying how settlement internalisers should submit their quarterly reports of securities transactions settled outside a securities settlement system. Reports must cover the aggregated volume (number of transactions) and value of all relevant securities transactions. Submissions can be made either through the CSSF’s eDesk portal or via an API solution based on submission of a structured exchange file using the S3 protocol, with the procedure including a reporting form and a user guide setting out the submission terms for eDesk and S3.
