The European Banking Authority has launched four consultations on draft technical standards and guidelines under the revised Deposit Guarantee Schemes Directive to strengthen depositor protection and further harmonise deposit guarantee arrangements across the European Union. The package covers depositor information, information exchange in bank failure scenarios, treatment of client funds held through intermediary accounts, and how deposit guarantee schemes should invest available financial means. The draft rules on depositor information would harmonise the content and format of information sheets given at account opening and on a regular basis, and set requirements for communications in situations such as bank mergers or failures. The proposals on information exchange would standardise procedures, templates and minimum requirements for exchanges among credit institutions, deposit guarantee schemes and authorities in bank failures, while also enhancing reporting by deposit guarantee schemes to the EBA on covered deposits and available funds, defining failure-related information to be reported by authorities, and increasing transparency on the use of deposit guarantee scheme funds. The draft rules on client funds would specify the data needed for deposit guarantee schemes to identify and reimburse clients whose money is held in intermediary accounts, clarify when payouts should go directly to clients or via the account holder, and address how duplicate payouts should be avoided. Separate draft guidelines on investing available financial means would require deposit guarantee schemes to manage funds with diversification, low risk and sufficient liquidity so they can be mobilised for reimbursement, resolution and other interventions within their mandate. The consultations run until 23 October 2026, and a public hearing on the four draft measures is scheduled for 24 September 2026. These are the first four of 12 technical standards and guidelines that the EBA is mandated to develop under DGSD3.

The European Banking Authority has opened four consultations on draft DGSD3 rules covering depositor information, failure-related information exchange, client funds payouts and investment of deposit guarantee scheme funds. The measures aim to standardise depositor protection practices across the European Union and improve operational readiness in bank failures. These are the first four of 12 EBA mandates under the revised directive.
