The Albania Financial Services Authority organised a two-day discussion roundtable on the policy impact assessment of covered bonds, aimed at preparing a legal basis aligned with European Union standards and practices. Supported by GIZ under the SANECA II project, the event brought together public institutions, market participants and international experts. Discussions covered European Union countries’ experience in establishing and operating covered bond markets, including supervisory models and reporting requirements. Executive General Director Mimoza Kaçi, acting as chief negotiator for Chapter 9 “Financial Services”, highlighted challenges for introducing covered bonds in Albania, including managing technology, cybersecurity and digitalisation risks and strengthening professional capacity across the market and regulators, alongside the need for close inter-institutional cooperation on a consolidated legal framework for the non-bank financial market.
