The Agency for Regulation and Development of the Financial Market of the Republic of Kazakhstan has prepared a draft resolution that would establish how a digital platform for the collective settlement of debt owed by individual borrowers under unsecured consumer bank loans and consumer microcredit agreements will operate. The platform is intended to support interaction among borrowers, creditors and other participants, while automating the submission and review of applications, the preparation of payment schedules and the signing of electronic documents. The draft also sets requirements for user identification, personal data protection, information security, integration with external systems and information storage. It further regulates participant roles, access procedures, monitoring of the fulfilment of obligations and measures to ensure the platform’s continuous operation.
