In a blog post, the Hong Kong Mandatory Provident Fund Schemes Authority said the full operation of the eMPF Platform has centralized all Mandatory Provident Fund administration, improving efficiency and helping detect suspected fraud earlier. The post highlighted suspicious early withdrawal claims made on the grounds of terminal illness or total incapacity that were submitted with suspected forged medical certificates. After checking with the registered medical practitioners concerned, the eMPF team concluded the certificates were likely forged, rejected the claims and referred the cases to law enforcement agencies. The Authority said centralization makes it easier to spot links across claims and across multiple MPF schemes, including cases that may be orchestrated by fraud syndicates. It added that, over the past year, it has worked with medical professional bodies in the public and private sectors to improve medical certificate verification and strengthen content requirements, and has set up a dedicated task force with the eMPF team to review early withdrawal verification and strengthen prevention through regulatory, operational and enforcement measures. These steps include sharing information on previously identified suspicious cases and fraudulent practices with the eMPF team, increasing scrutiny of patterns and connections among claims, and verifying the authenticity of each medical certificate with the relevant registered medical practitioners.
