The National Bank of Moldova has withdrawn its draft regulatory decision on preparations for the EU central electronic register for payment services and will recast it as an internal act, drawing partly on the Legislative Harmonization Center’s reasoning on a similar proposal that administrative obligations of this kind do not require a normative act under Law No. 100/2017, while retaining the objective of ensuring institutional capacity to apply Commission Delegated Regulation (EU) 2019/411 directly upon Moldova’s EU accession.
