The Kyrgyzstan Ministry of Finance announced that the third consultative meeting on establishing the Shanghai Cooperation Organisation Development Bank was held in Bishkek. Participants discussed the bank’s creation, confirmed their readiness to continue cooperation on the project, and agreed to present information on work under way at the upcoming meeting of finance ministers and central bank heads of Shanghai Cooperation Organisation member states. The meeting was co-chaired by Kyrgyzstan’s Deputy Finance Minister Nurbek Akzholov and China’s Deputy Finance Minister Liao Min, with delegations from 26 countries attending in person and online alongside representatives of the Shanghai Cooperation Organisation Secretariat. The decision to create the bank was taken at the meeting of heads of state of Shanghai Cooperation Organisation member states in Tianjin on 1 September 2025, where the adopted declaration highlighted the importance of the institution and called for interested member states to intensify consultations on its establishment and operations.
