The paper also finds no evidence of carbon leakage through acquisitions outside the EU ETS area.

It says fragmented entity-level supervision, weak data-sharing and unregulated areas such as crypto lending can hide group-wide risks. The paper outlines options including harmonised perimeter rules, direct licensing for complex models, group-wide oversight and stronger cross-authority reporting and cooperation.
